PARTICIPATING ACADEMIC BODIES OF UNAM, AFFILIATED INSTITUTIONS

AND OPERATIONAL UNITS

4.1 Academic bodies of UNAM participating in the Program

Academic bodies of UNAM participating in the Program are the colleges and schools and the institutes and centers that, as well as complying with the provisions of articles 2, 46 and 49 of the General Postgraduate Studies Regulations, have a minimum of seven full-time academics accredited as tutors and professors in the Program and the infrastructure and teaching staff necessary to perform the academic activities of the study plan (see section 4.1.1 of this document and the Program Rules that appear in section 9). Each body shall specify the field(s) of knowledge and, where appropriate, the field(s) of principal study in which it will participate in the Program.

At present, the academic bodies of UNAM participating in the Program are: The School of Philosophy and Letters, the School of Medicine, the School of Dentistry, the Cell Physiology Institute and the Biomedical Research Institute.

Moreover, the Higher Studies College at Zaragoza and the National School of Professional Studies at Iztacala, both belonging to UNAM, are considered as guest bodies because they give degrees in Medical Surgery and Dental Surgery and are compatible with the Program.

4.1.1 Requirements to become incorporated as an academic body of UNAM participating in the Program

In order to participate in the Program, interested academic bodies of UNAM must comply with the following requirements:

  1. Have a minimum of seven full-time academics accredited as tutors and professors in the Program who are dedicated to the training of human resources and the development of the consolidated research lines and who have published their results in the main field(s) of study in which they wish to participate.
  2. Have at least the following infrastructure and material resources to support the Program development:
  • Laboratories with pertinent equipment and scientific instruments.
  • Information centers with access to data banks and an adequate library and journals library.
  • Classrooms.
  • Sufficient computer equipment that is accessible to the students.
  • Audiovisual equipment.
  • Where needed, direct access or access through agreements to the necessary clinical fields.

On complying with these requirements, the corresponding collegiate bodies will proceed to approve its incorporation as academic body of UNAM according to the following procedures:

  1. Obtain the approval of the Academic Committee of the Program, having previously verified that the academic staff, infrastructure and material resources are adequate for supporting the development of the Program.
  2. Have the approval of the corresponding Technical Council.
  3. Obtain the approval of the Academic Council for the Biological and Health Sciences Area.

4.1.2 Obligations of the academic bodies of UNAM participating in the Program

When its incorporation in the Program has been approved, the academic body acquires the following obligations:

  1. To give each semester a minimum of two academic activities from the study plan such as courses, seminars or workshops for each field of knowledge in which it is participating.
  2. To maintain and strengthen the research lines on which the Program rests.
  3. To adapt its infrastructure to support Program development.
  4. To put the resources necessary for the development of the Program at the disposal of the students, tutors and professors.

4.2 Institutions affiliated to the Program

The term affiliated institution is given to all those institutions that belong to the health or educational sectors; are external to UNAM; are legally constituted; and that, using the power invested in them, sign an academic collaboration agreement with UNAM.

Institutions acquire the character of affiliated institution when they are proposed by one of the academic bodies of UNAM participating in the Program through an agreement with the Academic Committee of the Program and after complying with the requirements presented in section 4.2.1 of this document, in the Program Rules and in the additional guidelines established by said Committee.

The affiliated institutions will collaborate with the Program through the academic bodies of UNAM participating in the same and may not participate independently. The field(s) of knowledge and, where appropriate, the principal field(s) of study in which the each institution will collaborate in the Program will be established.

At present the following are collaborating as institutions affiliated to the Program: the Mexican Social Security Institute, the Salvador Zubirán National Nutrition Institute, the National Neurology and Neurosurgery Institute and the Mexican Psychiatric Institute.

4.2.1 Requirements for institutions interested in affiliating themselves to the Program

 

In order to become affiliates, the health or educational sector institutions so interested must be proposed by an academic body of UNAM participating in the Program and show compliance with the following requirements:

  1. Legal:
  • Have signed a general academic collaboration agreement with UNAM.
  • Be collaborating with the academic body of UNAM participating in the Program that will put forward its incorporation.
  • Establish in writing the specific objectives and aspects that will be the purpose of the collaboration between both institutions.
  • Commit themselves to strictly applying the guidelines set forth in this Program and its study plan, in the Program Rules and in the University Legislation as well as any additional guidelines that may be established by the Academic Committee of the Program.
  • Submit itself to the evaluation and supervision processes established by the Academic Committee of the Program.
b. Concerning the academic staff:
  • Have a minimum of four experts dedicated full-time to research activities and the training of human resources and, where appropriate, to a professional practice of a high level, taking part in the Program as both tutors and professors simultaneously, who are also dedicated to the development of consolidated research lines with published results in the principal field(s) of study in which they wish to participate. This academic corps must satisfy the requirements indicated in the General Postgraduate Studies Regulations and in section 5.3 of this document, and with the Program Rules. Similarly, the affiliated institution must consider the activities that its experts develop in the program as of interest to the institution itself and account for them in this way.
  • c. Concerning the infrastructure and material resources to support the development of the Program:
    • Laboratories with pertinent equipment and scientific instruments.
    • Information centers with access to data banks and a suitable library and journals library.
    • Classrooms.
    • Sufficient computer equipment that is accessible to the students.
    • Audiovisual equipment.
    • Where needed, the necessary clinical fields.
    When proposed by an academic body of UNAM participating in the Program and complying satisfactorily with the requirements given above, the Academic Committee of the Program shall proceed to verify that the academic personnel, infrastructure and material resources of the institution are suitable for supporting the development of the Program, in which case, the Committee itself shall give approval to participate as an affiliated institution in the Program according to the procedure set forth in the Program Rules and in any additional guidelines established by the Committee.

4.2.2 Obligations of the institutions affiliated to the Program

When its affiliation to the Program is approved, the health or educational sector institution acquires the following obligations:

  1. To maintain and strengthen the research lines on which the Program rests.
  2. To adapt its infrastructure to support the development of the Program.
  3. To put the resources necessary for the development of the Program at the disposal of the students, tutors and professors.
  4. The affiliated health institutions must establish a specific number of scholarships or other mechanisms so that their interns or residents or other staff working in the institution can have institutional support to comply with the study plan indicated here when accepted as students on the Program. The affiliated educational institutions shall create equivalent mechanisms. The Academic Committee of the Program may issue guidelines to guarantee that these scholarships are given on the basis of exclusively academic criteria.
  5. To submit itself to the procedure indicated by the Academic Committee of the Program to review the validity of the affiliation at least every three years.

4.3 Operational units of the Program

Due to the multidisciplinary and multi-institutional character of the Program, with its different study subjects and a multiplicity of clinical fields, it is essential to establish operational units conceived as organizational structures that can geographically and functionally articulate the human and material resources of both the academic bodies of UNAM participating in the program and the institutions affiliated to the Program, which are necessary to conduct the corresponding academic activities in at least one principal field of study.

The Academic Committee of the Program shall be responsible for determining the requirements for the approval and integration of operational units of the same and for the guidelines for their functioning; similarly, it shall determine the fields of knowledge, the areas of academic development and the principal fields of study to be developed in each unit and shall specify the cases in which master's degree, and Ph.D. degree studies, or both, shall be introduced.

As a result of their instrumental character, the operational units may not make academic decisions without consulting the collegiate bodies of the Program. The Academic Committee of the Program shall be responsible for evaluating them and guaranteeing equivalent academic quality in all the operational units. The validity of each one shall be reviewed at least every three years by the Committee.
